With nearly 30 years of construction management experience, Phil Brewer specializes in delivering complex land development, civil infrastructure, K–12 education, multifamily, and mixed‑use mid‑rise projects. At Western Development Group, he leads construction document development, cost estimating and budgeting, contractor procurement, scheduling, quality management, and jobsite safety across the company’s project portfolio.
As a Class B Supervisor certificate holder with the City and County of Denver, Phil applies a disciplined, hands‑on approach to project execution and risk management. He holds a B.S. in Construction Engineering and Management from Purdue University and an M.S. in Construction Management from Colorado State University.
Outside of work, Phil enjoys Colorado’s outdoors through snowboarding, motorcycling, camping, and fly‑fishing with family and friends.
